Abstract

Purpose

Comparisons between New York Police Department (NYPD) drug‐allegation data and data from users' and sellers' self‐reports about crack, powder cocaine and heroin provided useful insights about the allocation of police resources via drug‐allegation data.

Design/methodology/approach

Central Harlem was divided into 45 primary sampling units (PSUs) with two years of NYPD data organized in three strata, high, mid or low allegations/capita. In nine randomly selected PSUs (three/stratum), interviewers employed chain referral sampling, steered with a nomination technique.

Findings

NYPD drug‐allegation data concurred more often with self‐report data concerning crack use/sales, but underestimated use/sales of powder cocaine and heroin. Mid‐level PSUs had proportions of crack users/sellers similar to high‐level PSUs. Mid‐ and low‐level PSUs often had high proportions of powder cocaine and heroin users/sellers.

Research limitations/implications

The enumeration of crack users/sellers produced results similar to NYPD data because crack use/sales may be more easily detected and willingly reported by citizens, police informants and police officers. Powder cocaine and heroin use/sellers enumerated were less noted in the NYPD drug allegations.

Originality/value

Provides insights into a question not addressed in previous research – how much and what kinds of drug activity are indicated by NYPD drug‐allegation data.

Abstract

In the 1990s, the New York City Police Department expanded its focus on reducing behaviors that detract from the overall quality of life (QOL) in the city. Many have credited this effort for the decline in the city's overall crime rate. They often cite the fixing broken windows argument, which maintains that reducing disorder sets off a chain of events leading to less crime. However, systematic research has not yet documented this chain of events. Looks at one of the first linkages, whether QOL policing sends a message to offenders not to engage in disorderly behaviors in public locales. The project interviewed 539 New York City arrestees in 1999. Almost all of them were aware that police were targeting various disorderly behaviors. Among those that engaged in disorderly behaviors, about half reported that they had stopped or cut back in the past six months. They reported a police presence was the most important factor behind their behavioral changes. These findings support the idea that QOL policing has a deterrent effect.

Abstract

Purpose – This paper aims to provide an overview of organizational changes in the New Jersey State Police (NJSP) Investigations Branch and how the Branch has adapted to the paradigm of intelligence‐led policing. The paper also reports on interviews conducted to assess the impact on key staff affected by the change, through the medium of a drug‐gang investigation, Operation Nine Connect. Design/methodology/approach – Both semi‐structured and less formal interviews were conducted with 20 detectives, intelligence analysts and managers. Extensive quotes are employed to demonstrate key points. Furthermore, content analysis of documents related to organizational change in the NJSP and to a large drug‐gang intelligence operation was conducted. Findings – The paper identifies the key tenets of intelligence‐led policing, and describes progress made both organizationally and culturally to move the Investigations Branch to an intelligence‐led policing mindset. Organizational successes were reported, but more limited success was achieved in relation to changing police culture. Practical implications – The paper clarifies the meaning of intelligence‐led policing, and identifies potential road‐blocks to implementation for police departments wishing to move to intelligence‐led policing. Originality/value – The paper identifies the key tenets of intelligence‐led policing, outlines how these were used to determine greater geographic focus in the organizational structure of the New Jersey State Police Investigations Branch, and is a rare examination of the internal workings of a state police investigations branch in relation to a drug‐gang investigation. The paper will be of interest to police executives and managers, and intelligence professionals.

These scholars were heirs of the university reform movements of the twentieth century, and their vital legacy is alive as shown in this book. The enclosed ideas and illustrations of transformative research and education draw from my academic experience in various corners of the world and points in time.

Abstract

Purpose

During the 1990s, the New York City Police Department (NYPD) instituted a policy of arresting and detaining people for minor offenses that occur in public as part of their quality‐of‐life (QOL) policing initiative. The purpose of this paper is to examine the pros and cons of the current policy and compare it with possible alternatives including: arrest and issuing of a desk appearance ticket (DAT); issuing of a non‐criminal citation (violation); street warnings; and toleration of public marijuana smoking.

Design/methodology/approach

The paper reviews several studies of QOL policing and examines the pros and cons of the current NYPD policy, compared to possible alternatives.

Findings

The number of NYPD arrests for marijuana in public view (MPV) (with most detained for one or two days) increased from 3,000 in 1994 to over 50,000 in 2000, and have been about 30,000 in the mid‐2000s. Most of these arrestees (84 percent) were minority; Blacks were 2.7 more likely and Hispanics 1.8 times more likely to be detained than Whites for an MPV arrest. Minorities received more severe dispositions, even controlling for demographics and prior arrest histories.

Originality/value

The paper recommends that the NYPD change to routinely issuing DATs to reduce detention for marijuana violators. Drug policy reformers might wish to further pursue changing statutes regarding smoking MPV into a violation (non‐criminal) or encourage the wider use of street warnings, as in Britain. Any of these policy changes would help reduce the number detained and the disproportionate burden on minorities associated with the current arrest and detention policy. These policies could help maintain civic norms against smoking marijuana in public.

Abstract

There is an evolving literature on criminal entrepreneurship which situates it as a sub-topic of the organised crime literature and either mythologies and elevates the criminal entrepreneur to Mafioso status or ascribes it to being an activity carried out by criminal cartels; or else it trivialises and minimises it as being ‘White-Collar Criminality’. In reality, entrepreneurship pervades everyday criminal life as it pervades the everyday practices of policing. In this chapter, the author acknowledges the existence of a ‘Crimino-Entrepreneurial Interface’ populated by a cast of criminal actors including the ubiquitous ‘Businessman Gangster’. These criminally entrepreneurial actors operate within a specific milieu or ‘Enterprise Model of Crime’ and operate alongside the legitimate ‘Entrepreneurial Business Community’. Within the two conjoined systems, there is a routine exchange of interactions either parasitical or symbiotic and these coalesce to form an ecosystem of enterprise crime in which it is not only the ubiquitous criminal entrepreneur who is present but a veritable cast of entrepreneurially motivated criminal actors. As well as the established business community there is a parallel, alternative community which is situated in the so-called ‘Criminal Areas’ where the traditional criminal fraternity carry out their nefarious entrepreneurial activities. Within such areas, an underclass exists which provides the criminal workforce for organised crime. The traditional criminal ecosystem is the natural habitat for the police, and it is around this activity that police are traditionally organised. A perpetual cycle of crime is set up which requires policing, but this leaves an unpoliced void which the entrepreneurial criminals exploit. It is necessary to understand the criminal places and spaces exploited by Organised Crime and what roles other criminal actors and facilitators play in the enterprise model. It is also necessary to understand the so-called ‘Perverse Model of Policing’ which distorts and magnifies the true scale of the problem and to appreciate how Serious and Organised Crime corrupt and infiltrate the legitimate ‘upperworld’ before one can understand the true scale of entrepreneurialism in policing and criminal contexts.

Abstract

Purpose

The purpose of this paper is to present the results of a test in a policing context of a performance assessment tool that is based on a “public values” approach. The Capability, Importance, and Value (CIV) Tool allows police organizations to examine the roles their members carry out to determine whether they are being capably done, are important, and deliver value to stakeholders.

Design/methodology/approach

Five focus groups were conducted with front line officers from a large Canadian police service. The focus group process incorporated elements of Appreciative Inquiry and Structured Brainstorming.

Findings

Valuable information can be collected from front line police officers with the CIV Tool. Police organizations could use this information to improve performance while ensuring that the roles undertaken by their members align with broader organizational goals and objectives including providing value to stakeholders.

Research limitations/implications

This study was designed as a limited test of the CIV Tool. More extensive testing is required with a larger sample that includes police investigators and members of other specialty units.

Practical implications

The CIV Tool can serve to augment existing police performance measurement strategies. It can help to identify which roles contribute to achieving organizational goals and which do not. Based on this information, ameliorative action can be taken.

Social implications

A “public values” approach places emphasis on stakeholder needs and expectations. Addressing these directly can result in enhanced performance as well as greater police transparency, responsiveness, and accountability.

Originality/value

Ongoing police performance assessment based on a “public values” approach is uncommon in policing. Its use has important implications for police organizations and their stakeholders.
